The reward reserve is sized against a clear worst case, so the program cannot over-promise.
The coverage math: 200,000 = 0.20 × X, so X = 1,000,000. If every non-reserve token were placed in the top tier for a full year, the reserve would still cover it. The contract can only pay what the reserve holds; a claim beyond it reverts rather than underpaying. Reward rates are variable and never guaranteed.
Each vessel is attested by an IACS class society and anchored on-chain to its permanent IMO number through Proof of Reserve.
